Internal application review for the Odoo migration.

Configured on the server as PREIA_WEB_PASSPHRASE.

Single-operator development sign-in. There is one shared passphrase. Individual staff identity, roles and reviewer permissions are not implemented, and every write is audited as the configured service operator rather than as the person signing in.
